Introduction

The Basic Registry and Information System in Nigeria (BRISIN) is a transformative infrastructural platform adopted by many developed and emerging nations to effectively manage demographic, security, geographic, and socioeconomic data of citizens, enterprises, and organizations.

The system is designed to ensure accurate, real-time information flow across all government sectors, supporting policy formulation, planning, monitoring, and service delivery.

Through its integrated Decision Support System (DSS), BRISIN generates dynamic thematic maps and analytical data that enable the Federal Government of Nigeria to make informed decisions, monitor socioeconomic development, and strengthen national security and revenue generation mechanisms.

In May 2007, following the Federal Executive Council's ratification of the President's anticipatory approval, the Federal Government of Nigeria, represented by the National Planning Commission, officially awarded the contract for the implementation of BRISIN to Messrs Dermo Impex, Nigeria/Italy. The agreement covered all 36 States and the FCT, with Abuja selected as the pilot phase.

Background of the Project

The Basic Registry and Information System (BRISIN) is an integrated, institutionalized data management framework designed for collection, storage, and retrieval of information on individuals, families, and enterprises across all tiers of government using biometric identification technology.

Initiated in 1998, BRISIN was conceived as a national operating system for Nigeria — one that consolidates the fragmented data scattered across multiple agencies into a unified platform for data governance, national planning, and social development.

The Federal Government of Nigeria owns BRISIN as a national operational system and policy instrument for sustainable socioeconomic development.

Solution Providers

Dermo Impex (Nigeria & Italy) and Italian Partners (ATI–BRISIN ITALY), the approved technical partner responsible for design, implementation, and integration of BRISIN nationwide.

Purpose & Objectives

The core purpose of BRISIN is to provide Nigeria with a sustainable national data governance framework that ensures:

Real-time access to credible and harmonized data across all levels of government.
Creating a lasting solution to security monitoring and control at grass-root level.
Transparent planning, monitoring, and evaluation of national development programs.
Proper identification, documentation, and service delivery to every Nigerian citizen and resident.
Building a research hub for local scientific and technological development.
A foundation for the issuance of Social Security Numbers (SSNs) to all citizens.
Integration of Nigerians in the diaspora into the National Data Grid.

Scope of BRISIN Service

Serve as a national data and information infrastructure across all Wards, Local Governments, States, and the FCT.
Integrate data of all Nigerians, both home and abroad, into a unified national data grid.
Issue every citizen with a Social Security Number (SSN) verifiable from the family origin for proper identification and service access.
Function as Nigeria's Operating System for Data Governance, enabling effective monitoring, planning, and reporting in all sectors.

Project Phases

Phase 1
Preparatory
Completed intellectual groundwork including digital mapping of FCT, delineation of wards, and socio-economic characterization.
Phase 2
FCT Pilot
Establishment of BRISIN Centers across all 62 wards and 6 Area Councils of the FCT, recruitment of 5,000 staff, and initial data collection, integration, distribution and updating.
Phase 3
Pilot Extension
Expansion to one State per Geo-Political Zone for broader testing and refinement.
Phase 4
National Rollout
Full deployment across the 36 States, connecting all MDAs and integrating diaspora data.
Phase 5
Sustainability
Continuous updates, training, and maintenance under a National Board of Data Governance.

Actions Already Undertaken

Socioeconomic characterization of all wards and delineation of FCT council areas.
Digital mapping of FCT for enumeration and BRISIN center identification.
National sensitization and international awareness campaigns across Europe, America, and Asia.
Partnership with the Office of the Senior Special Adviser to the President on Disability Matters to establish a BRISIN Disability Data Bank.
Creation of the BRISIN International Foundation to source and mobilize funds from private sector partnerships.
Training framework developed for 200 administrators and technical officers to be trained in Italy.
Initial structure for the Inter-University Research Center for Sustainable Development established.

Present Status & Funding Opportunity

Following the escalation meeting on BRISIN at the FCT, the solution provider (Dermo Impex) sought intervention funding from donors and have received promises from many groups to assist BRISIN implementation in Nigeria, conditional upon verifiable commencement of the project and an official request from the Nigerian government.

To activate this funding, the Federal Government must formally communicate through the Ministry of Foreign Affairs, Ministry of Budget and Economic Planning, or the Presidency, confirming readiness for implementation.

Post-Implementation & Legislative Institutionalization

Following full implementation, the Federal Government will establish a structured data transfer and archiving protocol between the National Board of Data Governance and the House of Representatives Committee on Legislative Library, Research, and Documentation.

This will ensure:

All harmonized BRISIN data are preserved and securely stored in the Legislative Library.
The Legislative Research and Documentation Department becomes the institutional custodian of verified national data for evidence-based lawmaking.
Lawmakers have on-demand access to socio-economic data for policy evaluation, oversight, and development planning.
The Legislative Library serves as a national data reference hub, bridging governance, research, and development.

Conclusion & Call to Action

BRISIN represents one of the most strategic national systems for data-driven governance, inclusive development, and digital transformation. For Nigeria to compete globally, attract investment, and ensure equitable service delivery, accurate and accessible data must become the foundation of decision-making — and BRISIN provides that foundation.

The Federal Government of Nigeria is respectfully urged to:

Commence immediate implementation of BRISIN starting with the FCT Pilot.
Provide counterpart and adequate funding in the Budgets for its implementations.
Mandate inter-agency collaboration under a National Board of Data Governance.
Authorize the House of Representatives Legislative Library to serve as the permanent custodian of all harmonized BRISIN data, and collaborate with Dermo Impex Nigeria, Italian CIRPS, and ATI to build the BRISIN Inter-University Research Center for Sustainable Development.

Nigerians at home and in the Diaspora should understand the importance of a correct data and information infrastructure for Security, Employment, Social Welfare, Sustainable Development, and Nigeria's credibility on the world stage.
